In recent years, with the internal and external circumstance of telecommunication enterprise changing greatly, the line fault caused by various external constructions rises steeply. Some typical fault cases show that, "third eye", inspection, treatment of hidden defect, publicity of wire protection, repair work and other main work lack of effective closed-loop control means in the line maintenance. It takes a long time rely on existing personal sequential inspection and the efficiency is not so high. Resources and report data of optic fiber cable still remains isolated and in a state of decentralized management, the traditional management report filling is complex, the efficiency of the statistical analysis is not high and the effect is not ideal, and technical personnel are overwhelmed, it is difficult for them to carry out optimum distribution considering the current resource situation of the long-distance/ local pipelines and machine wires.This paper mainly analyses and researches the CDMA GPSOne positioning technology and location protocol, develops the communication data interface between the electronic map system and CDMA GPSOne system, the communication data interface between the electronic map system with optical fiber patrolling system, designs the electronic map which can real-time display the mobile track of the inspection terminal, makes sure of the optical cable line problems and feedback them to the maintenance department timely, lets the maintenance department to solve the feedback problems on the spot with the fastest time and the shortest path, establishes suitable inspection system for optical fiber cable line, thereby improving working ability and efficiency of the optical cable line maintenance activities.
