Science And Technology Project Evaluation System Research And Implementation

As the number of science and technology projects have increased year by year, the project evaluation has aroused the great attention of the government and caused widely social concerns. To improve the efficiency of project evaluation and enhance the fairness of the process, science and technology management units have evaluated projects by the information system. According to Tianjin Science and Technology Commission requirements, science and technology project evaluation system has been designed and realized by combing of project evaluation processes.The system is based on Browser/Server structure, using MVC framework, integrating Hibernate, Spring and Struts. So the relational data model has been mapped into object-oriented domain model, Object-Relational Mapping is adopted to complete the entity domain objects persistence and encapsulate the detail of accessing database. Using Spring Management of business logic and Integration of Hibernate, Struts framework. The view layer is realized by Struts and JSP.This paper emphatically analyzes the problem and challenge of the process of project evaluation, layers use case analysis of business logic, rebuilds the flow of project evaluation, divides the system function module, designs and realizes the information system with demand of Tianjin project management. The system'functions include evaluation index principles, project groups, evaluation process supervision, expert assessment scoring, evaluation results management, etc.By using this system, Tianjin Science and Technology Commission has completed the assessment of science and technology projects. The results show that the system meets the needs of the Tianjin Science and Technology project evaluation.
