The introduction of the information system improves the service quality and efficiency of the Human Resources (HR) outsourcing service. However, with the further development of the industry, service providers face new challenges. On one hand, multi-regional support greatly increases the development and maintenance cost in traditional development mode. On the other hand, market volatility requires high scalability of the system. Additionally, small companies can't afford the expensive cost of development and maintenance their own information system.In order to provide multi-regional support and quick adaptation to market changes in HR outsourcing service, and reduce the use cost of information system, this paper puts forward the idea of developing a third party HR service platform based on SaaS, researches and implements the platform architecture and key technologies. This platform not only implements all the common functions of information system in HR outsourcing service, but also increases the configurability and scalability. Tenants are able to customize online according to their individual demands without coding.First of all, we analyzes the platform characteristics, determines the goals, and identifies the functional and non-functional requirements. Based on the analysis of Software as a Service (SaaS) technology in HR service platform, we demonstrates the feasibility of applying SaaS technology to HR service platform. Then we proposes a method to develop the platform.Secondly, common features and variability of information system are identified after analyzing HR outsourcing service domain using domain engineering method Feature-Oriented Domain Analysis (FODA). Then, a new architecture of HR service platform is designed, targeting at the fourth level of SaaS maturity model, which can support all common features and variability. This architecture uses metadata method to achieve a variety of variability online customization for tenants, including field, workflow, function, UI, and statistic model customization.At last, we conducts functional and performance testing of the HR service platform. Then, the HR service platform has been tried in four tenants, including FESCO Shanghai, Jilin Province Foreign Enterprises Service Corporation, Harbin Foreign Enterprises Service Corporation, and Shenzhen Foreign Enterprises Service Corporation. The trial operation results show that application of SaaS technology in HR service platform is feasible.
