In recent years, with the widespread use of the smart phone, the development of RFID(Radio Frequency Identification) and the gradual development and maturity of 3G network, the use of mobile terminals for mobile payments is booming. Some foreign third-party payment companies achieves the mobile payment in near-field payment through the use of RFID. Other companies, by establishing specifically for mobile access through the WAP web site or providing mobile client software, show their goods, provide all kinds of convenient services and use the mobile terminal to complete the remote payment through the mobile network. However, in China, due to the non-unique for the mobile payment of the industry standard, the barriers between the banks and telecom operators, and the high cost of the terminal renovation, the benefits of mobile payment have not been able to offer to consumers and business.This paper presents the remote payment solution for smart card. This system provides a mobile terminal payment solution and detailed implementation processes by leveraging smart card. It is a combination of the upstream and downstream businesses of the mobile Internet industry. The solution also shows all kinds of products and convenient services that are provided by service and content providers through third-party software providers'business management platform. In the CSTP(CUP SMS Transfer Platform), it can push the order information into the mobile phone hardware's smart card in the form of short message in the GSM and CDMA network environment that are offered by telecommunications carriers. End-user can request micro-payment to the China UnionPay through its mobile payment platform CMSP(CUP Mobile Service Platform) by clicking the STK menu in SIM card that is behind the smart card. After successfully payment, China UnionPay is responsible for the liquidation to all businesses through the merchant payment interface. At the same time, the merchant will deliver goods to the customers after they receive payment confirmation. In short, end user can place an order through WAP on mobile and complete payment using smart card's STK menu, and get the goods.This paper describes the status of domestic and international mobile payment, analysis payment, then select the implementation solution of the smart card as the main study and introduce the core technologies in the smart card solution such as WAP management platform, data message, OTA platform, smart card, STK men. Then, introduces the high level infrastructure and the transaction process of the mobile payment platform and discusses the security aspects that are included in the entire transaction processes. and describes the role of the third-party payment platform and the details implementation processes of color ball in the lottery business. At last, this paper demonstrates the feasibility of the remote payment by providing detailed test data and flows and gives a summary and further research programs at the end of the paper.In summary, the work includes the following:Studying the advantages and disadvantages of the typical mobile payment system in domestic and international companies.Providing a remote payment solution based on smart card according to the characteristics and requirements of the remote payment.Implementing the solution for the smart card by referencing the business logic interface standard of the China UnionPay's mobile payment platform specification and lottery's business logic interface, and combining the smart card that are provided by hardware provider.Proving the feasibility of the remote payment based on smart card by using the third-party payment platform and STK menu operation in mobile phone.
