Design And Implementation Of A Third Party Mobile Payment Platform

According to MIIT (China’s Ministry of Industry and Information Techno logy),by August, China’s mobile phone operators have added 70.83 million new subscribers this year, bringing the country’s total number of cell phone users to 929.84 million, including more than 87 million 3G mobile phone service subscribers. In the meantime, more and more people start using mobile phone as platform for internet accessing, email checking and e-book. The big business opportunity on mobile phone have been attracting a lot of IT companies to provide more software features and hardware features on mobile phone to support the booming market of online shopping, mobile payment, entertainment etc. Especially the mobile payment is more realistic after several years’development of different solutions in different area around the world.This paper introduces the background of mobile payment, and discusses the different solutions of near field communication and far distance mobile payment. Then provides a far distance mobile payment solution based on normal mobile phone, which can be used for your daily life bills payment (like electricity bill, water bill etc.) through short messages or voice phone call. It also introduced the platform design and implementation on the mobile communication fee payment part.The mobile payment platform is mainly on normal mobile users, no special feature required on mobile phone. First, the mobile users can register the service by swap their bank card in a POS machine, after validated by banking system, they will get password, then can use the platform to pay his mobile communication fee. A third-party company invested this mobile payment platform, and it had already been released for several years. Now it works well on connecting to a China UniCom company in one province. That third party company has also extended that system to support phone bill, network bill, electricity bill, and traffic fine etc.
