With the development of wireless technology, 3G network technology is universal coverage, and more and more application requirements are rapidly growing. In recent years, the traditional phone business which is too little information and not rich visual experience cannot meet people's needs, which promotes the expansion of richer and more dazzling visual experience business, including mobile video, mobile TV and video telephony and so on. However, unstable state of the wireless network, limited bandwidth capacity, unstable transmission and the movement of mobile terminals bring difficulties to the quality assurance of mobile streaming media service.First, we analyze the bandwidth allocation issues in the application of mobile streaming media. Aiming at the problem of the constraint between the limited wireless network bandwidth and users'service quality, this paper presents a dynamic bandwidth allocation strategies based on hierarchical multiple description coding. Second, the data scheduling strategy of mobile streaming media is also researched in the paper. To node movement characteristics, we put forward the corresponding data scheduling strategy, node data scheduling inside the cellular village and village switching nodes data scheduling. Aiming at cellular village switch data scheduling involving the choice of wireless data access point, additional research are made and a wireless access point selection strategy suitable for mobile streaming media applications are come up.Through theoretical analysis, verify the given bandwidth allocation strategy is based on customers'fair service quality, and the data scheduling strategy improves the reliability of the data transmission and the ability to service. Through the simulation test, we shows that the bandwidth allocation strategies improve the utilization rate of wireless network bandwidth and decrease the system blocking rate based on ensuring customer service quality. And the experimental results also demonstrate that the wireless access points balance load of each access points to a certain extent when select strategies, and improve the ability to acceptance node.
