Due to the explosive growth of the Internet, advances of high-speed network and computing technology, streaming media has received more attention. Streaming media technology is changing internetworking and communication evolutionary and affects deeply everyone's life.Streaming media system is of one kind of multimedia communication system, so the bandwidths of network will strongly influent application performance. If we can get network bandwidth information in detail and tune encoding and streaming method, the whole stream media system will be improved. We design one active measuring bandwidth-based multi-rates encoding and streaming system. By probing bandwidth information, we'can make unit multi-format, multi-rates encoding policy. Furthermore, we implement the bandwidth-based capturing, and encoding sub-system. In client end, in order to improve user's experience, we design one bandwidth-aware-based player, which using bandwidth measuring technology too. After getting real-time bandwidth parameter, the player then will negotiate with server's bandwidth manager and download appreciate stream form media server library.System performance must be valued correctly, so we design one client-side tool to test the total performance of stream media system. By using the tool, we can get detail information of what's happening in the system now. By using the test result, we make decisions .which current network can run stream media service. Here we use Chariot.
