As a highlight of wireless value add-on services, mobile streaming service is an innovative and pivotal applications of future mobile communication market. Upon the arrival of 3G standards and technology, China Mobile is building the streaming media service platform and relying on such high-speed data networks to better satisfy hers 2G and 3G customers.This paper describes the statue quo of Shanghai Mobile streaming media services and systems, analyzes the problems of current practice, illustrates the key elements leading to possible poor performance of streaming replay and finally from the practical point of view demonstrates the problems that needs to be solved to further develop the platform.This paper studies how to keep increasing the success rate of downloading on the China Mobile media networks, how to improve the replay quality and how to enhance the customer usage, how to satisfy the development needs of the nation-wide streaming media services, how to provide streaming media services to national TD-SCDMA test network users and current 2G users (including EDGE users), how to implement the streaming media service management, dynamically adapt bit-rate, unify the configuration process, and how to upgrade and optimize the platform to centralize it and provide further interactive services such as mobile media supports for Olympic 2008.This paper first performs theoretical studies from technology standards to network structures and industry prospects. Then this paper conducts demand analysis from the points of view of service development and its functionality to the mechanism development of streaming media's self- adaption. Furthermore, this paper elaborates construction plans for the platform from the angle of the construction objective to system structures and detailed platform construction, illustrates the new service functions and calculates the budgets of platform functionality adaption and system storage. This paper then moves on to perform mobile media platform tests and by analyzing the success rate of downloading and summarizing optimal protection policies, empirically proves that this studies can improve the success rate from 88.8% to 96.3%, which reaches the expectation.Finally, this paper summarizes the covered topics and results, points out unresolved issues and provides the future research directions.
