IPTV, as a typical application for convergence between telecoms, broadcasting and the internet, is developing rapidly. However, with the rapid growth of the number of users and the improvement of experience requirement of users, the traditional framework of IPTV based on C/S has low performance-to-price ratio. By decentration, the new framework based on P2P architecture can reduce server load significantly and cope with the system expansion effectively.At first, this paper introduces the development status of IPTV and the application of P2P streaming technology, and then introduces the implementation techniques of IPTV and analyzes respective advantages and disadvantages. The analysis of P2P-based IPTV is mainly focus on the advantages of data release, data update, and interactive. A novel P2P-based IPTV system is proposed for actual network environment. We design the architecture of the system and implement the function of each module and define the processes such as system startup, insertion and deletion of node. We design the structure of the data package and define the content and value of each field in the data package. Then a weighted algorithm based on priority scheduling method is adopted for improving the system performance. The specific ideas and implementation of the algorithm are discussed in detail in this paper.For verifying the system performance, an experimental platform and procedures are designed. The experimental results indicate that the proposed P2P-based IPTV system has well performance in many aspects, such as adding overhead, control overhead, startup delay, and transition delay, etc. Under the real network conditions, the new framework can improve the user experience and system performance and more suitable for massively scaling concurrent users.
