At the backdrop of increasing throat-cutting competition in the software industry, moreand more projects have begun to focus on the process and quality of software projects,whether is is a development project, maintenance project, or testing project. Therefore theresearch and implementation on quantitative project management based on the statisticaltechniques is significant to quantitative management and improving the process of softwareproject. The process area of quantitative project management in Capability Maturity ModelIntegration (CMMI) emphasizes the goal and importance of quantitative project management.The quality and process performance of project management must be consistant with thebusiness goal of company and organization. However the process area of quantitative projectmanagement in Capability Maturity Model Integration only defines the theoretical knowledgeof goal and practice. It neither defines the detailed information of how to use the specificstatistical techniques in the process of quantitative project management nor defines the modeland implementation of quantitative project management. Then finally it is found thatquantitative project management in practice is often difficult to the software projectmanagement. Thus, the research and implementation on project process and project qualityusing statistical techniques are quite significant. This article presents a general project processmodel for quantitative management. It can support not only the traditional lifecycles but alsovaried lifecycle models. This process model can give the general solution for the projectmanagement.Based on above context, this article will be started with the research of the statisticaltechniques and the implementation framework of quantitative project management. With thestudy of theoretical knowledge on statistical techniques and the practical situation of softwareprojects, the article will apply the Gage R&R, statistical control, hypothesis testing, andregression analysis into the construction of process performance model of quantitative projectmanagement. The concrete contents will include:First, this article will introduce the relevant concept on basic and advanced statistical techniques. It will analyze and graphically explain the statistical techniques of Pareto chart,cause and effect chart, measurement system analysis, statistical process control, hypothesistesting, regression analysis, etc.Second, introduce the goal and practice of quantitative project management. In themeanwhile, it will explain the goal and practice of the process areas of organization processperformance, cause analysis and resolution, organization innovation and deployment. It is thebasic knowledge for the implementation framework of quantitative project management.Third, explain the detailed process performance model in the implementation frameworkof quantitative project management. Process performance model is the key part of theimplementation framework of quantitative project management. Process performance modelhas several steps, including identify sub-projecess factor, identify sub-process composition,predict subsequent process performance and optimize process performance model. This articlewill create implementation framework of quantitative project management. The article willapply the process performance model into the practical projects, such as development project,maintenance project and testing project. By construction and implementation of processperformance model in the practical projects, it becomes more scientific and rational.Finally, explain the detailed implementation framework of quantitative projectmanagement. This article will apply the Gage R&R, statistical control, hypothesis testing, andregression analysis into the process of quantitative project management. It uses the goal andpractice of quantitative project management as guidance to create the implementationframework of quantitative project management. There are three important steps in theimplementation framework of quantitative project management. They are identifying qualitygoal and process performance goal, creating process performance model, and monitoring subprocess factor. By construction of implementation framework of quantitative projectmanagement, it becomes more practical for the quantitative project management in thesoftware projects.Through the design and technique above, this process performance model can meet theneed of quantitative project management. It can predict whether the project could achieve thegoal of quality and process performance actively. In the meanwhile it can quantitativelymonitor the actual process performance during the project execution. Moreover it can identifythe stability and maturity of the project process so as to achieve the final business goal of thecompany.The research work of this provided the quantitative project management with a strongpractical and theoretical significance.
