Because of the complex and variable battlefield, In-depth understanding and accurate modeling of the ground and sea clutter characteristic can improve the radar performance of anti-clutter. It also plays an important role of acquiring targets information effectively in battlefield. Evoked by the practical demand of several projects, the instantaneous polarization radar was firstly used in outdoor clutter measurement experiment. Based on the measurement ground clutter data and sea clutter data which is already had, the researchment of clutter characteristic is developed in this thesis. According to the researching result and the model of clutter characteristic, a universal radar clutter simulation system is established. The thesis contents are organized as following:The first section illustrates the background and significance of this research subject, and set forth the present status and development trend of domestic and overseas research of ground and sea clutter from two sides respectively. One is the experimental measurement; the other is modeling and simulation. The major research work of this article is summarized as well.The second section studies the mathematical models which used to describe the characteristic of ground and sea clutter. The reflectivity models which can reveal the reflective mechanism, the amplitude statistic models and the spectral models used to describe statistical characteristic are all included in this section. Otherwise the estimation strategy of distribution parameter is also studied to meet the need of real data analysis.The third section introduces the experimental measurement of radar ground clutter with polarization. The measurement instrumentation, strategy and data acquisition are discussed. The real data is compared with the theoretical model. The result of analysis has indicated that the ground clutter returns'amplitude submit to Rayleigh distribution in the situation of instantaneous polarization radar; for sea clutter the VV amplitude exhibits a K distribution behavior, the amplitude in other polarizations exhibit a behavior close to Log-normal distribution.The forth section presents a universal radar clutter simulation system which based on the method of signal-level simulation idea. The framework of system design and the flow of system realization are introduced, and also some key models in the system are proposed. The simulation results have proved its applicability and universality.
