Currently, domestic telecom operators generally have some problems, such as overloaded maintenance work for equipments and weak management capacity. The electric charge of communication equipments is the main cost for telecom operators. Due to the lack of effective management, the abnormal electrical situation of communication equipments is difficult to be detected in time. In that case, the cost of telecom operators increased. This system provides solutions and technical support for problems mentioned above, and gives some references to design the same type of electric management systems.According to system structure division rules, the design and implementation of Power Bill Management and Analysis System is divided into interface representation layer, business logic layer and data access and storage layer. Based on the database design theory, the database logical structure classifies with levels, and functions classifies with modules. The physical structure of the database is designed strictly to comply with the paradigm requirements and to minimize data redundancy. During the implementation of the system, we use the ADO.NET component as the interface among the system data access, storage layer and the database. Meanwhile, to improve the efficiency of database development and maintenance, the database is designed in standard design language. During the implementation of the database, we use mutex exclusive lock to guarantee the consistency of the system data. In order to avoid decrease of operation efficiency due to data increasing, we selected some tools to optimize SQL language, such as storage process, flip-flop, cursor, transaction, and so on. Furthermore, we establish some effective schemes to improve operating efficiency such as the primary key, foreign key, indexing, and the zoning and so on.After lab testing and operating by Huaihua Telecom over a year, it certifies the operability, professionalism, stability and expansibility of the system. Besides, the database design has considered the security problem, so the system of data security management scheme guarantees the system's long-term and stable operation.
