With the information age, there are a lot of "information island" in businesses and government departments, so how to ensure the security of resources sharing and interoperability become a serious problem. The ontology is a wealth of skills and reasoning ability, what can well support the integration of access control policies. The advantages can solve the problem about access control for multi-domain interoperability in semantic level. It is a result that the Multi-domain information has been integrated. Based on this, this paper proposes a semantics-based access control technology. Ontology is introduced into the integration of access control policies. It provides a new approach for the integration of information.This paper mainly includes three parts: first, the integration of permission database is the method by the use of database integration and ontology extracted from the database, which is designed and implemented a unified authorization model based on ontology. As for, role-based access control model is the characteristics of a neutral policy. In order to reduce the difficulty of integration of access control policy, unified authorization model is a unified model for role-based access control.Second, this paper presents a comprehensive utilization of ontology hierarchy in the concept of a variety of factors to calculate the semantic similarity between the algorithm model. In this model, an algorithm based on distance model, and the concept of property to the amount of information, the depth of nodes, node density and asymmetry factor as a decision-making. The calculation model can more accurately reflect the semantic relationships between concepts, the problem about the inaccuracy of similarity is solved. Finally, the paper analyzes the power of information sharing and security access control. The multi-domain access control decision-making applied to the Power Information Resources Integration. It have been effectively resolved the problem about the information sharing.
