Project management of power construction work investment is a management system of planning and preparation of the power project based on the contract and investment scope to improve the efficiency of overall project control and operation. It combines the functions and data of all the other construction management systems to fulfill the unified technical development, system control, data base, network and business operating pattern and adopts the information technology to conduct the management of operation, techniques and business.This paper analyzes the current status of construction management development; makes an introduction to the construction investment management system; the main issues to be resolved; the key contents of system design principles, system framework and demand analysis, detail design; system core function modules; framework and technique of IFS Foundationl;.As for business, my research is based on main streamline of macroscopic investment management (including budgetary estimate, investment and contract) all the way to the bottom structure of the business from supply and demand analysis and detail design to developing the logic of investment management business and its implementation. As for techniques, my research starts with contract change, followed by step by step process to illustrate the concept of streamline for technical framework design, implementation and development.Power plant construction investment management is a main component of building the power plant. Since building power plant is a long duration and high cost project, therefore investment management is a crucial complicate system throughout the whole construction process. Budgetary estimate, investment and contract management together will establish the investment management platform, analyze and track the investment cost, schedule during the construction stage and report the completion status of the overall investment with actual analysis. On the basis of what is mentioned above, the design and implementation of power plant construction investment system will be accomplished based upon our analysis of the concept of business demand and investment management.
