Project Management Optimization Research Of Implementation Stage Of Library Project Agent -Construction System In Heping District

With promotion of investment system reform in our country, construction pattern of government investing project has gradually changed from integrative pattern of"investment, building, management and use"to function separation pattern. In July, 2004, the Sate Council issued Decision on Investment System Reform, and it clearly stated"enhance government investing project management and improve building implementation manner","speed up to push Agent-Construction System toward non-managing government investing project, namely in terms of inviting bids to choose professional project management unit to take charge of building implementation, strictly control investment, quality and construction period, and transfer to using unit after being finished."This article simply introduces the origin and concept of project agent -construction system, and it collects management pattern of government investing project of the developed country like USA, Germany and Britain, thus analyzes present condition of project agent- construction system in our country. On the basis of analyzing implementation procedure of agent- construction system in our country, it makes deep research on implementation stage which has the biggest workload and the most investment of human labor, material resources and financial resources in the management process of the total agent-construction system, and is also the most difficult period in the management process of the total agent-construction system. In managing practice of project implementation stage, it makes respective detailed theoretical analysis toward three key points—schedule management, investment management and quality management. First, it finds out the problems of the three key points in project implementation stage. Then it makes optimization toward the three key points through theoretical knowledge of schedule management, investment management and quality management, and clearly states that in the project management process of project implementation stage, we must master the three key points well and find out effective methods to solve practical problems on the basis of comparison and analysis; finally it collects the actual case of rebuilding Tianjin Xinxing Movie Theater project and enlarging library of Heping District project, and makes pointed and detailed analysis toward construction period, investment and quality in practice, lists measures taken for controlling the three key points and assists the successful accomplishment of agent-construction system job of Tianjin Xinxing Movie Theater project and enlarging library of Heping District project.
