The article is written on the new trend of power industry, with the cost of power generation growing and its interest decreasing, based on the information construction strengthened largely by the overall power system, through many deep investigations and research. Analyzing the status, characteristics and needs of Chongqing Luohuang Power Plant, taking facility managements as its core part of enterprise information in order to construct new production management mode, we propose the new production management of the plant based on a comprehensive study of MIS. After the study of the technical problems involved in the system and unify the data code standard, we complete the analysis and design of production of management information system, and it is partly implemented. The system overcomes the lack of facility dynamic management, management decision-making and data mining in MIS traditional power plant. We optimize and develop the traditional power plant MIS system to better work for the modern power enterprises from the system development's concept, models and technology methods, and so on.On the base of in-depth studies and comparisons of the prevalent MIS'and the related techniques, choosing the software architecture which combines C/S and B/S, using Oracle9i as business systems and the database for data analysis, taking JAVA as the main development language, the essay proposes design principles and general framework of Luohuang Power Plant production MIS system though analysis and functional design of the system's new style production management system. It makes a detailed study of the business process of system, emphasizing on the importance corn role of the equipment management in the system, conducting a functional design completely, describing the function implementation of each mode, writeing about hardware and software environment in which the system operates and gives interface for the equipment management subsystems. The system operates the production processes of the plant on one hand, sorts and processes the fundamental data on the other hand, forming other data which are needed by operation decision-making analysis.The system referred in this essay can effectively organize and manage power plant's production information, achieving integration, automation management and sharing in permission of production information. The system raise up the safty of machine operation and working efficiency, standardize business processes, accumulate empirical data, enhance staff's quality and management level, reduce the cost of power generation. And there is a certain promotional value in other areas of information-based power plant construction.
