Through the internet technology and mass communication, the author analyses the characteristics of the information transmission via internet and also the new quality of the public opinions on internet basing upon the aid of the new technology. With the analysis of the Shishou Issue in HuBei, the author concludes the mechanism that triggers the issue and accelerate the development. Also, the author draws the gain and the loss of the guidance of public opinions from the analysis of the Weng'an Issue.Part Three, measures of internet in the emergency events management.
