The remote monitoring of the culvert and sluice of Huanghe River lower reaches is a key project of Yellow River Water Resources commission. This project has the developing background characteristics of many departments, numerous regions, unpleasant environments, and poor communication epuipments. It covers the Yellow River Water Resources Commission, two provincial departments, thirteen municipal departments, thirty-two county departments and eighty-four culvert managing offices. This system has the functions of monitoring, controlling and watching. Its distribution regions, requirements, poor conditions, designs and technologies make this project unprecedented.This paper analyzes the new monitoring software technology of industry controlling system and the technology of industry automatic control. Based on this, the system mode of multi-layer C/S structure and B/S structure is designed.. Thispaper holds that PLC and video frequency serving communication interface should be standardized and that the standard of PLC ID should be similar to that of video transmitting mode. By using structural software design method and considering components, software design, the completion of tele-monitored system and video serving system and the software design of data serving and video transmitting, this paper poses the feasibk monitoring technology plan and the system construction plan.After the compktion, the function of remote control has been achieved and related statistical in formation can be collected quickly. The objective of being first-class in china and being advanced in the world of the monitored system has been made.
