The Study Of The Government Management Of The Network Opinion Crisis In Li Gang Event

With the rapid development of information technology, Internet and the increasing number of Chinese netizens, network has become an important way for citizens to get information, express political will and political demands. As the society develops, opinion crisis triggered by the network events has become a major aspect of the public crises. The emergence of the network opinion crisis, which has challenged the governance concept, efficiency, method, behavior and capability, has an important impact on the administrative capability of the government. In the face of too much network opinions, especially the negative opinions, how to react, how to deal with, and how to satisfy the citizens have become the important things for the government to do.This paper uses the basic principles of the public management, administrative management, and the crisis management theory, with the "Li Gang Event" as the starting point, using the combination of demonstration analysis with standard analysis method, exception analysis, comparative analysis, vertical time series analysis and horizontal classification analysis method, sorting through the literature analysis, to study, reason and interpret the issue of the paper in multi-dimensional perspective. Based on the reason analysis, this paper interprets the key point, provides some suggestion of how to react to the network opinion crises through the aspects of ideas, systems and government behavior. Besides, the paper adopts the time series method to analyze the measure of the government makes to react to the crises in aspects of before, during, and after the crisis. In a word, I hope this paper can provide some valuable suggestion or help for the government on the idea and strategy of reacting to the network opinion crisis.
