On the basis of these basic theories, this essay makes those important works.On the theory research, this essay focused on the semantic web and the description language of semantic web, introduced the grammar of OWL and the description of ontology, expounded the regulation and the function of ontology model, and then uses the protege to establish an ontology model in the area of mobile car. This essay brings the Rough into ontology, makes use of the Rough to deal with uncertain relationship, and then integrates the protege and Jess to deduct and discover acknowledge. In the practice of integration of Rough and ontology technology which brings up a similar algorithm on the basis of Rough ontology, and then solve the problem of similar algorithm efficiently.This essay makes a progress of the Heritrix program in the practice, build up a ontology model in the area of mobile car, establish the plan of system exploitation, make use of the Jena API's support to the ontology web, then to set up a mobile car area search engine which is on the basis of Rough ontology, analyzed and summarized the result.
