In recent years,China's media industry,reform and mechanism innovation have become the irresistible trend of development. Mobile TV across the country from the date of birth, it has seen as a new darling of the market, a new force in the media industry, perhaps even the first Army of media industry.Now,Mobile TV and the parties formed the Community of interests by joint-stock, with capital as the link, make resource optimization. Moreover, in this mode of cooperation, the capital ties are also seen as the best one under the market economy. During the development,this operation according to the modern enterprise system, complete the company, market-oriented, is considered to be mechanisms which conductive liberating a news production, inspire cultural creativity. At the same time, for the capital of radio and television and the needs of their own development, mobile TV also bears a role about social instrument and the "mouthpiece".This thesis starts from the background of Mobile TV media industry,capital structure and business model, from the broadcasting policy ,investors'benefits and companies outside the system, illustrates the role played by the mobile TV. However, mobile TV did not clearly understand the role and position around the Commitments of their own, such as, too much emphasis on market competition, the pressure of publicity management, embarrassment of the roles and other bad conditions,analyzes the underlying reasons of the fuzzy role .The thesis makes three positioning methods: TV Features, audience, cooperation. Enhance the credibility , make clearly the mission and values of mobile TV, resolve contradictions and conflicts, identify the role. They can have a healthy development, and formed a joint force. The mobile TV would be indispensable television channel to the people around outdoor, this is the general direction and long-term solution of the development of mobile TV.
