Collectivization, means that an enterprise through new organized way, property annexation, stockholder's rights operation or correlation agreement, manages the process by the way of single-crop farming to the way of community transforming because of the demanding of commerce or market development.The Chinese media collectivization is not an outcome of the pure market force, also is not a result of political tactic . But it is the product by the media own survival development and the government macroeconomic regulation under the big background of the industrial production and the internationalization. Stemming from the common social benefit orientation and the different economic orientation, the government and the media have chosen the media development way of the collectivization together. But the government still led to the collectivization development. The government not only carries on the decision-making in the macroscopic stratification plane, also gets involved microscopic aspect. This makes the development of the Chinese media collectivization present to the color of "the government to lead".About the collectivization strategy, many scholars have already made the thorough discussion. There is much experience of well-known media groups to be possible to supply the model.This article mainly is discusses the factors that restrict our country media group development at present from the macroscopic policy stratification plane and the microscopic management stratification plane. Considered to the particularity of our country media industry, we launch the elaboration through holding closely the economic efficiency and the social efficiency in the analysis process.This article divides into five chapters.
