Informational campus news management system is the only way to the realization of the enforcement of campus publicity and a systematic and informational management of all pieces of news. A sound campus news management system plays an immeasurable role in college activities both at present and in the future. It is also of significance in promoting college's educational level and expanding its size.Yantai Food School, the predecessor of Shandong Business Institute, mainly caters for secondary vocational education. Founded in 2006, the new campus is located in Yantai Hi-tech Zone. In order to develop the mainstream media on campus, guarantee the security of computers and campus internet, timely publicize and get access to campus news, regulate news publication and promote its efficiency to promote the development of Shandong Business Institute, the development of campus news information management system is conducted with the application of computer technology and internet technology combined to campus news management system. The development of this system is aimed to promote the overall campus cultural development and news management, so as to exert positive influences on the development of the college.In this paper the author firstly analyzes the development background of the system and the development of the news management system in vocational colleges at home, then summarizes the main problems to be resolved by the system, and briefly introduces the main technical methods and major contribution of the system. The author designs the system according to the UML module. The requirement analysis of system uses Use-case diagram and the activity diagram, and the designs of system use the systematic sequence diagram and deploy diagram, the detailed designs show static structure with a relationship class diagram, show dynamic structure of system with state diagram. The system adopts the Eclipse and MySQL database for system implementation. The author classifies and combines the complicated functions and works out a feasible right allocation mechanism, which enables the user to achieve a variety of functions in the same window, thus making the system more convenient and easy to operate.
