Military High-level Talent Information Management System is based on current status of the construction and management in high-level military personnel. The current structural characteristics of the contingent of cadres and the military use of the relevant provisions of cadres are analyzed, through methods of planning information systems, with the current mainstream IT technology and military special individual needs, we proposed an information management system solutions, which is based on the military Actual demand ,and can be used for high-level talent's information management and decision support information management system solutions by Military cadres department. The aim of this system is through the way of management high-level talent by using information management, and the evaluation index system, to achieve the object of high-level talent's intelligent evaluation and potential analysis, and ultimately, the military high-level human resources Optimized Integration and rational allocation.This paper first discusses background and system development management system of domestic and international situation, to clarify the necessity of developing the information management system for military high-level talent under the new situation, Through the establishment of system requirements and model the system's functional requirements and non-functional requirements are analyzed to clarify the system design and implementation process of main issues to be resolved. In the system design stage, we established a system of analysis and technical architecture and functional architecture, based on C / S system architecture to determine VC + SQLserver database development model. Part of the detailed design of the system, the system modeling, completed design work on the database, and give the detailed design of the data sheet. Finally, in the system to achieve part of the system development process for several major functional modules of the process of detailed analysis and discussion.Ensuring data reliability and security of the premise of the system achieves the military high-level talent on the classification of information storage, information retrieval, statistical summary of other functions, and realized through the establishment of evaluation index system for the intelligent evaluation of the specified object function, with a supplementary decision-making capacity. Development and use of the system has effectively improved the military high-level cadres'department personnel information management level and efficiency, military high-level talent on the rational allocation and use has played a positive role.
