With the rapid development of communication industry, the numbers of wireless users increase, and users increasingly rely on wireless communication. And on voice quality, network coverage and other technical aspects have also an increasing number of complaints, and it needs a higher quality network requirements. The construction of the wireless network level of operators is also undergoing conceptual change, and gradually transformed into a rational, sophisticated, in order to optimize the starting point for the detailed construction. Based on this change, Operators has become increasingly concerned about how to conduct effective network planning, and the most economical way to improve the coverage quality, to improve customer satisfaction.Propagation model is the basis for network planning; it can effectively guide the initial network planning, predict the demand for coverage, and help operators to understand the status of the network, make operators investment more efficient, so as to achieve the desired results. Although there are already some experience values of propagation model, in specific application areas, there will be some errors. Therefore, operators want to have a propagation model library, so that can be applied in different wireless environments.Currently, Xinjiang Mobile's prediction method still base on road test and the engineers experience. But the road test could not show the coverage situation after adjustment, and there are subjective factors in manual prediction. Furthermore, Xinjiang has a vast territory, and total area of 1.6 million ordinary km, is the largest province in China. Therefore, the method of drive test for Xinjiang is inefficient.In response to these problems, Xinjiang Mobile calls for the establishment a propagation model library of their own district. This study first by the spread of the Xinjiang region in different regions by type of environment, through continuous wave (CW) testing for data collection, through coverage prediction and planning software comparison road test results, the planning software of the wireless propagation model parameters to adjust the variance of the error and to the extent permitted, in order to build for the Xinjiang region of radio wave propagation model. A after tuning propagation model, can greatly enhance the base station coverage prediction, frequency planning and interference prediction's accuracy, more targeted feature reflecting the spread of the Xinjiang region, the network optimization and maintenance of an accurate basis. This study can provide advising comments for next network planning. This library has important significance of future planning and optimization work.
