In recent years, Economic globalization and informationalization have been greatly promoting mutually with rapid growth. E-government has become primary task of government IT application. IT project, as main approach of IT application, has been dramatically developed in terms of complexity and detailing. Typically, one successful project comes from excellent cooperation of plenty of stakeholders. It brings even high risk in government's IT application to run IT project under special complicated, serious and limited condition. Therefore, most of E-government projects are developed by outsourcing service from professional IT corporations. To facilitate project's success, not only Part B, but also Part A play unreplacable important role in the game.Various common issues exist in project management, including but not limited to: unclear definition of project phases, undefined role and responsibility, ambiguous requirement, frequent unexpected issue. Take "Real Estate Status Monitor System" as example, this thesis will also show how we conducted improvement program in project management. We'll go even further by discussing Part A's role and responsibility in different areas.Base on Part A's experience in E-government project development, this thesis will introduce basic concept of several key parts of project management, and analyze where Part A should pay more attention and how to perform a successful coordination in IT project development. Hopefully, Part A readers, especially for those who are with government information department, can work out appropriate project management model by referring this thesis.Previous projects' lessons and learns will be summarized by using CAR (Causal Analysis and Resolution) from CMMI and Fishbone Chart. Root cause will be identified and classified. According to PMP and CMMI5's management strategy, all issues will be mapped to project management plan, communication management, requirement management and risk management. Improvement plan will be worked out and implementation result will be assessed in the end.
