Performance assessment is an important part of the performance management which is not only related to employees' personal interests, but also affects the productivity of the enterprise and the efficiency of human resources. Furthermore it affects to achieve the strategic goal of the enterprise. This thesis analyzes the purpose, principles, methods and implementation procedures, of the performance assessment, and the process to achieve the goal of the enterprise management by helping people to improve themselves performance. Performance management information system is a software system used to conduct performance management which is the significant part of the human resources management system based on WEB.This thesis, based on the realities of modem enterprises, puts forward the method to design performance management information system for a power supply enterprise. To make a city power company as the research object and data sources, it analyzes the issue Of the pure manual performance assessment, such as long time of assessment, low efficiency, inadequate a centralized and unified information management platform for performance assessment. Meanwhile, from the actual demand of the performance assessment, a comprehensive analysis of a variety of performance assessment methods is taken. It builds a comprehensive performance management assessment system for municipal power supply enterprises, provides a series of methods to build performance evaluation criterion, standardize assessment process and assess the staff by his performance. According to the characteristics of the performance assessment system, this thesis constructs a centralized management information system for performance assessment which is confronted to SOA. Then it designs a centralized management information system for performance assessment based on B/S. Through the analysis and functional design of library personnel files, the evaluation index, work plan management, assessment report generation., it makes the performance assessment process come true and improve the scientific and efficiency of assessment which provides employees self-help function, lets employees participate in the management of performance assessment. The staff can check their scores through the information platform. within the stipulated time they also can contest and so on.This thesis, based on the need of the entire function of the system studies the implementation process of performance assessment, carry out the program of the assessment process, the design of the database and the plan of the System components of the performance management. Simultaneously it also demonstrates how to design and conduct information system according to the management of system information. fundamental information, performance targets and my performance management. Eventually, the system has reached the expected goal after a trial.
