WHO points out that the great challenge to global development in the21st century is the rapid increasing of chronic disease. In China, the death due to the chronic disease is accounted for more than70percent of the total death number and threats the development of the economic and the society and the people’s life and health hardly. In all of the measures, only health promotion and colony prevention can suppress the occurring of and the death due to the chronic disease effectively at low cost. Health risk factors appraisal(HRFA) can analysis the relations between the risk factors and the chronic disease quantitatively and promote the people to transform the life style and the behavior, reduce the risk factors, and brings great economic and social value. Thus, to construct a highly available, easy-to-use and stable health risk factors appraisal system (HRFAS) to satisfy individual and social demands is becoming an inevitable trend in public health field.Firstly, it is analyzed the background and present conditions of HRFA, is emphasized the necessity to construct HRFAS, clear about the core functions. Based on it, an analysis about the overall structure, functional component partition and development model selection is performed. Additionally, based on Struts2Framework, Spring Framework, Hibernate Framework and AJAX technology, it is analyzed that the detail design and implementation of HRFAS. Using Struts2Framework based on MVC pattern, implementation of Web tie is simplified. Implementing persistence layer by Hibernate Framework, business layer can access the relationship database in Object-Oriented way. Development of persistence layer can be reduced sharply by inheriting HibernateDaoSupport class. Using the Interface-Oriented programming technology, layers are decoupled from each other. Using the AJAX technology, the expressing ability and the dynamic effects on Web pages is empower, which makes the interface more user-friendly and provides user a rich experience. The redesign and implementation improves the availability, easy-to-use and the stability of HRFAS. HRFAS can help the individual to transform behavior and life style for health, reduce the burden on the society. It also makes preventive medicine more practical, brings new ideas and methods to the subject preventive medicine and public health and provides mass data for further study.
