Faced with the fact that the scale of China's post-graduate students and graduate students continue to expand and the quality of training relatively decline, the Ministry of Education started in 2006 a mechanism for postgraduate training reform i.e. to establish a long-term ensured quality of graduate education and internal incentives mechanism, to further co-ordinate teaching, research and other resources, to inspire the inherent enthusiasm of schools, faculties, instructors and postgraduates and comprehensively improve the quality of postgraduate training. Colleges and universities in question are very concerned about the reform and actively deepening the reform, which to a certain extent making up a number of shortcomings and deficiencies of the original system. However, in three years of its operation, there are still some problems.This paper takes a literature survey as the method of researching. It first examines the funding system reform of the training of postgraduates based on the mathematical analysis, making clear the mechanism for the reform of the training of postgraduates and its theoretical basis, and the evolution of the process of reform. It also looks at the issue of funding systems on the basis of the determination and analysis of the framework, and the characteristics of the current postgraduate funding system, namely, how to make the assessment standards for granting scholarships, the increase of academic anomie, team spirit weakened, how to improve the ideological and political work, the delicate relationship between instructors, how to protect the interests of postgraduates. The paper also includes the analysis of the causes of the problem from aspects like ideas of funding, financing system, funding regulations and attitude of funding.On the basis of in-depth comparison and analysis, this paper brings up core concepts and principles to improve the postgraduates funding systems, as well as specific recommendations including the establishment of accreditation agencies, attention to system-building, how to broaden sources of funding, the scope of efforts to increase funding, how to distinguish between the level of funding, how to achieve multi-funded. Under the reform of postgraduate training background, this paper broadens the content and perspective of the funding system to improve the quality of postgraduate training. It provides a solid theoretical and practical basis for the construction of China's post-graduate funding system and help to boost the reform successfully.
