After The Comprehensive Fee, Z College Graduate Funding System Optimization Research

Postgraduate education occupies a high status in education system,which is the foundation and source of a national technological innovation.Postgraduate education causes more attention because of its outstanding role.In order to improve postgraduate education,reformations including postgraduate financial aid system have been carried out.In 2013,the Sate Council introduced the tuition fee system,which claimed new postgraduates need to pay tuition fees,which means the beginning of tuition fee system for graduate students.Z university,with a long history of graduate education,is in first batch of 2011 Plan,has nearly ten thousand postgraduates.This reformation would have a deep impact on Z University,which results in reconstruction of financial aid system.This paper aims to better postgraduate financial aid system through methods such as literature research,comparative research,historical research and questionnaires,with the combination of education cost sharing theory,human capital theory,education fairness theory and incentive theory.Firstly,summering domestic and foreign literatures,for the sake of understanding current research situation in this field.Secondly,deeply analyzing the related practices of domestic and foreign universities,for getting experience and lessons for the optimization of the postgraduate financial aid system.Moreover,studying aid system of Z University,seeking its shortcomings and then providing related suggestions.In conclusion,this reformation of the graduate training mechanism is a rare historical opportunity.Z University,who is in important period of development,should grasp this historical opportunity.Through establishing professional rating agencies,emphasizing on system construction,clearing standard of judgment,increasing aids levels,broadening financial sources,stimulating the "three help positions" incentive role and so on,for bettering aid system,improving education quality of Z University.Therefore,strengths of Z university can be elaborated,community's reputation can be improved,which promotes better and faster development of postgraduates education.
