In recent years, the theme of education reform presented by the ministry of education has been: to adjust education development to the development of economy and society, to meet people's increasing demands of education. Although China has been promoting the reforms in education, there are still unsolved problems like the justice of education, conflicts between the schools and parents, misunderstandings between teachers and students, the reliefs of students'academic work and etc. Based on a large number of studies and experiments in the theoretical and empirical field, we find the key to the education reform is to enhance the school autonomy. And the best way to enhance the autonomy lies in the realization of the school-based management.Private schools in China enjoy the most autonomy in running schools. The management systems are more similar to the school-based management in the west. The private school which I study combines the characteristics of private and subsidiary school, which is operated by the Northeast Normal University. Therefore, it is more typical of such a case. The school has been the largest and finest private school in Jilin Province since its establishment.It's very scientific, typical and meaningful to choose a private school as the case of school-based management. The case study provides new perspectives and new ideas for the reform of education management systems in China.This paper consists of four parts.
