The human resource system of community senior citizen fitness is not perfect, so it needs further improvement; Lacking of funds and sports facilities are restricted community senior citizen fitness activities; Senior citizen fitness information service is defective, The information advertisement has some problems; The effectiveness of the community the senior citizen 's physique monitoring is not high. The service is not very extensive and it hasn't benefited the majority of senior citizen.Facing up the issues in the old district of Suzhou and according to level commensurate with economic development , diversification, Public-benefit principle, and innovative principle, this research requests to build a whole system including the organization and management system, sport instruction system, human resources system, material security system and information service systems and monitoring and evaluation system.The countermeasures of promoting the community sport service system of senior citizen in old district to be more complete are: The system may be piloted firstly in some communities, then promoted; Establish effective evaluation system of community sports work and recognition mechanism of the advanced sports community; Strengthen theory research to community health service system, and form outstanding characteristics of senior citizen's health services system.
