| With the acceleration of the globalization progress, society progress unremittingly, economy develops quickly, the association of the national deepening increasingly, the citizen's identity has been approved by various countries, and the request of world to the citizen's character strengthens gradually, the position of the citizen rises gradually. The citizen education is gradually accepted and approved by all countries, and the citizen education is valued by more countries. Therefore, the governments support the development of the citizen education more and more. The citizen education is in the quickly development stage. Following the reform and opening policy in our country, the establishment of market economy system,democracy rule of law and harmonious society,the associations of the our country and foreign country deepen continuously in the realm of economy, politics, cultural. Our scholars also recognize the important function of the citizen education, and carry on a research on the theories and the practice.Through the comprehension of the concepts of citizen and the citizen education, the comparison of citizen education and ideological and political education, the thesis combine the foreign experience of citizen education with the actual circumstance in our country, and constructs the content system of citizen education which matches the needs for society development.
