With the depletion of China's demographic dividend and the conversion of old and new kinetic energy for economic growth,the importance of the human capital dividend has become increasingly prominent,and talent has become the first resource for economic and social development.Faced with this scarce strategic resource,cities have introduced talent policies one after another to attract high-quality laborers to find jobs and start businesses in the region,so as to promote the city's industrial upgrading and sustainable development.At the beginning of 2017,the Xi'an Municipal Government took the lead in issuing a talent recruitment policy for college graduates and other groups.Once the policy was released,it quickly aroused the learning and adoption of many government policies.The introduction of talent introduction policies showed a blowout and formed a "talent battle." It is worth noting that there are some phenomena that cannot be explained by the traditional policy diffusion theory in the inter-city diffusion process of this talent introduction policy.Different from the S-type innovation diffusion curve described by the traditional gradual policy diffusion theory,the diffusion process of this talent introduction policy presents an R-type adoption curve of explosive spread in a short period of time.In public governance,why does the government's innovation experience spread and promote?What is the driving mechanism behind the promotion of a policy?The answer to these questions is at the core of the focus of process and result schools in the field of innovation diffusion.The article first characterizes the spatiotemporal characteristics of the policy diffusion process of this talent introduction and reveals the non-progressive characteristics of policy diffusion.Secondly,the framework of epidemiological analysis from the perspective of the discontinuity-equilibrium theory is introduced.This framework is helpful to sort out the key links that cause the government's decision-making attention to shift and agglomerate,and to promote the explosive spread of policy innovation.Finally,the article uses the dynamic framework of innovation diffusion to analyze the external pressures and internal motivations that lead to the intermittent and sudden changes of talent introduction policies from four aspects:background factors,subject factors,object factors,and media factors,and explore the non-progressive approach formation mechanism of diffusion.At the same time,centralized and hierarchical government organizations under China's unitary state provide policy game space for local governments' innovative learning and adoption,making the diffusion process of talent introduction policies present complex and dynamic stage characteristics.The research adopts a qualitative research method,and uses the policy case of talent introduction policy to explode among local governments as an exploratory research on non-progressive innovation diffusion theory.While providing a brand-new policy case for enriching innovation diffusion theory,it also It provides a certain perspective for analyzing the rapid and fierce policy diffusion in China's political practice.In view of the current blind,irrational competition and other disadvantages of urban talent competition,the article puts forward policy recommendations to local decision makers from three perspectives of industrial orientation,mobility mechanism and service ecology to provide strategic choices for urban scientific and rational construction of talent highlands.
