Balanced development of compulsory education in China in recent years is one of hottest theories in the research field. Education to pursue one kind of balance is our ideal state, is a greater range, the higher degree to meet more people of reasonable education needs. The essence is to ensure that everyone has the right to education and the obligation to provide the educated relatively equal educational opportunities and conditions. The purpose of this study is based on previous studies of succession to absorb the reasonable elements, and in-depth research and theoretical analysis, the theory of its prosperity, Compulsory Education, Compulsory Education Practice rich.This paper is comprises four parts:The first part is the article's introduction.
