In order to implement the comprehensive reform of the national basic education,further improve the quality and balanced development of compulsory education.Shanghai has taken the measures of collectivization in running a school and is advancing towards the construction of compact group step by step.At present,the society and economy are developing rapidly,the pursuit and attention of high-quality and fair education in the whole society,as well as the demand for quality educational resources will continue to increase.How to take the lead from comprehensive basic equilibrium to high-quality equilibrium will become a major goal of Shanghai's education reform.How to take the lead in moving from comprehensive basic balance to quality balance will become a major goal of Shanghai's education reform.Therefore,improve the quality of education resources supply and demand contradiction caused by unfair education situation,discover and make up for the balanced in achieving high quality education resources exist in the process of short board,effectively solve the existing difficulties and future challenges in the development of collectivized schools,to further promote the collectivization school-running innovation development and balance of the compulsory education of high quality has important significance.On the basis of combing related research on group education,this research is based on the theory of education equity,resource sharing theory,system optimization theory,and system change theory.This article comprehensively uses the literature research method,questionnaire survey method and interview research method,and selects 3 education groups and 8 schools in the J District of Shanghai as typical cases to start the research from the following content.First of all,from the four aspects of governance structure construction,faculty construction,joint teaching and research,and resource co-construction and sharing,a dynamic analysis was made of the main measures taken by J District to promote the development of group-based schools for three years and the changes that have taken place.In order to break the static and isolated analysis in the past,it has continuously and coherently demonstrated the dynamic process of group education in J District,and formed a consistency in time.At the same time,it affirmed the positive results achieved by the group-run school in promoting the development of compulsory education in the region towards high quality and balance.Secondly,according to the compulsory education quality and balance assessment document issued by the country,from the four aspects of resource allocation,government guarantee status,education quality level and social recognition,the principal component analysis method is used to explore the quality balance of regional compulsory education after group-based education and the differences between schools and groups.The study finds that in the process of promoting school collectivization,there are still some problems that cannot be effectively solved by education groups alone.This includes the intensified competition for school choice among different regions,the increase of family conflicts and community disputes,the challenges faced by students' per capita resources,the insufficient investment in education funds,and the prominent bottleneck in teachers' professional development.Thirdly,after dynamically analyzing the group practice of running schools,this article analyzes the changes and challenges that Shanghai's education reform will face,and analyzes the impact on the realization of the goals of group education in the future,which requires full attention,research and prediction.First,the changes in the total population and structure affect the allocation of educational resources.Faced with the challenges of the rapid growth of registered population,the number of students increases year by year,and the changes in floating population,the demand for highquality education is diversified.Second,the reform of education system and mechanism requires the establishment of modern education governance system,which is faced with the challenge of strengthening the construction of modern school system and innovating the internal and external governance structure of education group.Third,the construction of high-quality resources points to the endogenous development of education group schools,forcing the collectivized schools to face the challenges from exogenous support to endogenous promotion,from homogeneous schools to characteristic development.Fourth,the supply-side structural reform needs to expand the supply of high-quality education resources,facing the challenge of mismatch between education supply and education demand.Fifth,the regional integration development of the Yangtze River Delta forces the formulation of long-term overall planning and faces the challenge of establishing regional education cooperation mechanism.Finally,based on the combination of micro-practical research and macro-forwardlooking research,this research explores the possible path and policy system for improving group education in Shanghai,and attempts to conclude that it is suitable for Shanghai and the entire Yangtze River Delta region to optimize the path selection of group education.At the macro governance level,collectivized schools should improve the standardized management system,build the pattern of coordinated development,and implement the supervision and evaluation work.In the middle view of governance,collectivized schools should improve the incentive and guarantee policies,explore the co-construction and sharing mode,and coordinate the multi-interest subjects.At the micro management level,collectivized schools should optimize the school management structure,enhance the professional development of teachers and promote the all-round development of students.
