Balanced development of compulsory education is a target of China with compulsory education at the current stage and also the embodiment of social equity in compulsory education.Dayao County,as an "outstanding county in education" in Yunnan Province,is among the best in Chuxiong Prefecture speaking of education level and education quality.However,Dayao County is secluded,cold,poverty-stricken and inaccessible,compared with other areas,development of compulsory education is not balancedthere.This thesis defined the concepts of remote mountainous area of Dayao County,balanced compulsory education and balanced development of compulsory education.In light of equalization of public services,new public services theory and education equity theory,the author adopted the research methods of literature review and comparative analysis to discuss the current situation of balanced development of compulsory education in the remote mountainous area of Dayao County,pointed out the existing problems and analyzed the reasons.Furthermore,based on the above analysis,the authorproposedthecountermeasures.This thesis is composed of six chapters,namely introduction,definitions of core concepts and theoretical basis,current situation of balanced development of compulsory education in the remote mountainous area of Dayao County,analysis on the problems and reasons,countermeasures and conclusions and expectation.Chapter I,introduction.The research background and significance were introduced in this chapter.After reviewing related studies in China and abroad,the author clearly pointed out the subject of study and the content of study,clarified the study approachand methodology and elaborated innovation and deficiency of this study.Chapter II,definitions of core concepts and theoretical basis.The author defined the remote mountainous area of Dayao County,balanced compulsory education and balanced development of compulsory education.Referring to equalization of public services,new public services theory and education equity theory,the author clarified the connotation and extension of balanced development of compulsory education.Chapter III,current situation.In this chapter,the author discussed the current situation of compulsory education in the remote mountainous area of Dayao County and balanced development of compulsory education there.Chapter IV,analysis on the problems and reasons.Based on Chapter III,the author analyzed the problem of unbalanced development of compulsory education in the remote mountainous area of Dayao County and worked the reasons.Chapter V,countermeasures and suggestions.Based on analysis on the problems and reasons,the author proposed measures to promote balanced development of compulsory education in the remote mountainous area of Dayao County.Chapter VI,conclusion and expectation.In this thesis,the author made a summary of this study and expressed expectation on future study.For the problem of unbalanced development of compulsory education in the remote mountainous area of Dayao County,the author proposed the following measures and suggestions.(1)Government responsibility should be intensified,and a government responsibility sharing system shall be set up.The education supervision and evaluation mechanism should be optimized;(2)Policy design should be improved.A scientific decision-making mechanism should be built,and educational policy implementation feedback should be made;(3)The management system,the compulsory education expenditure system and the resource allocation system for teachers and students should be improved;(4)A favorable social environment should be created to help support rural economy and build ethnic culture.So far,there are various studies concerning balanced development of compulsory education.However,studies from the perspective of public management are limited.Taking local government was taken as the object of study,this study focused on the role of local government in balanced development of compulsory education in the remote mountainous area of Dayao County.The author discussed responsibilities and obligations of the local government and finally proposed countermeasures with regard to government responsibilities,policy design and management system.Through this study,the author hopes to make contribution to balanced development of compulsory education in the remote mountainous area of Dayao County.However,this study is not deep enough.The study has deficiencies in study depth,data representation and applicability of the countermeasures.
