The balanced development of compulsory education between rural and county areas is a new scientific thought of educational development, which is also a regional concept. In county level towns, the interschool , intertown and intercounty balanced development of compulsory education should be achieved. However, since China' s reform and opening, the fast and slow development has co-existed in Chinese economy development as a remarkable characristic, which results in the unbalanced development in education field, especailly in rural area. The qualities of teachers is the key point on reaching a balanced eduction, so it is of great importance to study the balanced development of qualified teachers in compulsary education.This paper states the problems and countermeasures of balanced development of compulsory education between rural and county area by using a variety of research methods, such as,cases, tabulation,antithesis, documents, investigation, etc. The paper is divided into eight parts. The first part is a general description of the background and trend of the development of compulsory education in rural and county area怂The second part gives the difination, the related theories, the significances and necesity of developing the compulsory education in rural area are presented. The third part is about an introduction of the current status of Nong'an county of Jilin province. The fourth part is an analysis of the four performances of unbalanced development between rural and county area. The fifth part analyzes the reasons of forming the unbalanced development of compulsory education. The sixth part is about the normal countermeasures of the current problems in the development of compulsory education and the main countermeasures in Nong'an county. The seventh part draws a conclusion based on the above analysis, that is, the balance of qualified teachers distribution is the key of a balanced development of compulsory education between rural and county area. The last part is a general conclusion of the whole paper.
