Then the present situation, the participation mechanism and its reason were analyzed.Thirdly, rural and urban environment comprehensive management plurality participation mechanism was analyzed concretely, mainly in four aspects——Participation subjects, process, channels and security.Finally, rural and urban environment comprehensive management multi-subject participation mechanism was designed, mainly in four aspects——multi-subject, rewards and punishment system, process channels optimization and security systems, and was achieved at last.
