Research On Comprehensive Management Of Rural Environment In G County, Qinghai Provinc

The quality of rural environment is an important issue concerning the people’s livelihood,and it is always an important element of ecological environmental protection.which from the national pollution prevention and control strategy to the "14th Five-Year Plan" environmental protection plan,from the regional ecological security to the local rural development,rural areas is the key contents for environmental protection,and it is necessary to focus on the protection of rural ecological environment.In recent years,Qinghai Province has made great advances in the promotion of rural environmental management,and the environmental conditions of agricultural and pasture areas have improved obviously,as a comprehensive management of the province’s rural environment in the pioneering area of Hainan G County,the quality of the rural environment has been significantly improved,Village outlook has been greatly improved.However,with the change of rural lifestyle,farmers and rural enterprises do not pay attention to environmental pollution problems,rural pollution emissions continue to increase,resulting in the rural environmental situation is still serious.At the same time,G County is located in the source province of the Yellow River,the ecological status is very important,the quality of the rural environment in G County is more impact on the overall environmental quality and ecological benefits of the provinces and regions along the Yellow River,So comprehensive management of the rural environment must be G County persistently made and done things.This paper is based on the actual situation of rural areas in G County,Qinghai Province,and takes the comprehensive management of rural environment in G County as the research subject.First,using documentary research,we reviewed the current research progress and research situation of comprehensive rural environmental management at home and abroad,compiled and summarized from multiple angles to form a research overview,and elaborated on the relevant theories and concepts.Secondly,combining with survey by questionnaire,field research and work basis,we study the current situation of the comprehensive management of rural environment in G County in four aspects of rural domestic sewage,rural domestic garbage,rural non-point source pollution,and village appearance improvement,and sort out the specific management initiatives carried out.Then,the problems in the comprehensive management of rural environment in G County are analyzed from the perspectives of governmental monitoring and management capacity,financial investment and financial demand,participation status of multiple subjects,and villagers’ awareness and attention to environmental protection.The main reasons affecting the ability of the integrated management of rural environment in G County are as follows:poor foundation of integrated management of rural environment;weak local finance and few channels of funding for management;lack of publicity and lack of innovation in methods,etc.Finally,combined with the actual situation and working basis of comprehensive rural environmental management in G County,we put forward: multi-level strengthen the construction of rural environmental management system at the basement level;increase financial investment in multiple channels to improve the level of governance;guide in multiple ways to enhance the effect of publicity as the measures and suggestions to improve comprehensive rural environmental management.
