Research On Public Hospital Asset Management Under The Background Of Information Technology

Since the 19 th National Congress of the Communist Party of China（CPC）,various social reforms have been gradually deepened in China.In the medical field,public hospitals are facing certain survival pressure because of the two measures of “Encouraging the society to run a medical service”and “Canceling the drug bonus”.To encourage the society to run the medical service,the entry of social capital into the medical service will inevitably bring competitive pressure to the public hospitals.Public hospitals must be forced to open sources and cut costs,improve their own asset management efficiency.In addition,the emergence of HRP Information System provides a new method for public hospital asset management.This paper analyzes the problems existing in the asset management of public hospitals in China,and puts forward the viewpoint of improving the asset management level of public hospitals relying on the HRP information system construction..First of all,this paper describes the relevant background of public medical asset management.In the new situation,hospitals are facing various opportunities and challenges both inside and outside.How to optimize the resource allocation and improve the efficiency of asset management is worth studying and discussing.Secondly,this paper analyzes the research situation of public hospital asset management at home and abroad,and points out that public hospital asset management is becoming more and more legalized,standardized and informationalized,and state-owned assets supervision is being strengthened.At the same time,it is also pointed out that under the general trend of informationization,the management of public hospital assets is becoming more and more refined,and is no longer a simple model of measurement by financial departments and management and maintenance by relevant departments,but gradually to asset management and financial management,budget management,performance management,the role of finance in public hospital asset management has become more and more important.Thirdly,this paper uses the literature research method and the investigation research method to collect and sort out the relevant data,and combines with its own practice,through the budget management theory,principal-agent theory,performance management theory to analyze the public hospital asset management problems.Then explain the core function of finance in the public hospital asset management.In view of the above problems,this paper expounds the suggestions to improve the level of assets management of public hospitals relying on HRP information system construction from four aspects: system structure,budget management,use and disposal of assets,and information system construction.Finally,the article draws the conclusion: first,advances the informationization positively to enhance the public hospital asset management level.With the development and improvement of HRP Information System in public hospitals,the business and financial process of public hospitals are sorted out,and the fine management of public hospitals’ assets becomes possible.Second,the state-owned assets management of public hospitals to promote the level of state-owned assets management.Depending on the HRP information system construction to improve the public hospital asset management level is an effective method,it makes full use of the information technology,makes the finance and the business close union,can discover and solve the problem in time,to improve the efficiency of asset management in public hospitals and provide good decision-making information for the operation and management of public hospitals.At the same time,with the continuous development of information technology,the internal and external information exchange mechanism of public hospitals will become more and more perfect,which will be conducive to the administration to better grasp the operation and management of public hospitals,then in the macroscopic better management public hospital state-owned assets.As a typical institution,the experience of asset management of public hospitals can be extended to other institutions to promote the asset management of other institutions,so as to improve the management level of state-owned assets of institutions in China.
