Currently, the overall quality of health management team is low, and the development of health and health care has been largely restricted in Linzhi region. Meanwhile, the traffic is lagged, especially the county and township transportation is more inconvenient in Linzhi, and information is poor, service level and capacity of health professionals is difficult to improve. In addition, health workers become obsolete, treatment technology is backward, the above-mentioned seriously restricted social and economic development in Linzhi. Therefore, the research and development work of strengthening primary health human resources is very important and necessary, which is great significance to achieve rapid development and well-off society in Linzhi.This research idea is to surveying the actual conditions of human resources and then finding the real problems, followed by the analysis of problems and the measures to solve the problems, developing the complementary measures and ensuring the project safeguards finally. This paper is divided into five chapters.Chapter I: Introduction. The research background, purpose and meaning are briefly introduced in this section, the development of health human resources at home and abroad are reviewed and evaluated, the research ideas, methods, and possible innovations of full text are proposed.Chapter II: The analysis to the current situation of health system human resources in Linzhi. First of all, the overview is introduced in Linzhi. Second, the current status of health system human resources in Linzhi is introduced, mainly in Bomi County, Metuo County, Linzhi County, Chayu county and Chayu farm. Third, the main existing problems of health system human resources development in Linzhi are seeked. Fourth, the main existing problems are analyzed.Chapter III: The analysis to the factors affecting health system human resources development in Linzhi. The factors include external factors and internal factors. External factors are environmental factors, which cause a serious shortage of staff and a slow increase of medical technology level, unable to meet the needs of the people. Internal factors are the lack of proper human resources management concept, no scientific selection mechanism, the mere formality performance appraisal system, no-competitive salaries management.Chapter IV: The description to the strategic vision of health system human resources development in Linzhi. The strategic vision includes strategic thinking, strategic objectives, strategic focus and approaches. Chapter V: The countermeasures to health system human resources development in Linzhi. The first countermeasure is formulating training system and training programs to develop health professionals in Linzhi. The second is developing and implementing talent intelligence assistance program. The third is formulating safeguards.
