Objective:The objectives of this study include systematic analysis of profile of human resources for health (HRH) in Fujian province, identification of the issue and challenges, offering empirical evidences for health administration and health policy, and suggestions for the development of HRH in Fujian.Contents:1 To define the concepts of HRH, and analyze the quantity of HRH in Fujian from both absolute and relative viewpoints.2 The pattern and qualities'characteristics of HRH in Fujian, such as specialties,age, and productivity, were analyzed. 3 The distribution of HRH in Fujian was described; and its equality was also measured.4 To forecast the supply trend of HRH in Fujian.Methods:1 Quantity study: Firstly I made literature review to define the concepts of HRH, further analyzed the absolute numbers of HRH in Fujian by statistic data from WHO, China and local province, then estimated the relative numbers of HRH using the relationships between economical conditions and HRH, finally described its past development.2 Pattern and quality study: Through building the database from 2009 HRH survey in Fujian province and related statistic data in country and province levels, the pattern and quality of HRH in Fujian were analyzed.3 Distribution study: To profile the distribution of HRH in Fujian by combination of relevant data and geography information system software– MapInfo, to estimate the GINI index for measurement of HRH equality.4 Forecast study: Based on the literature review, the framework of HRH requirement and supply was built, and its'future supply was developed through five methods.Results:1 Till 2009, the whole number of HRH in Fujian was 155638 (including 28192 village doctor and medics), 3.51 health personnel per 1000 people, 1.43 doctors per 1000 people. Given the condition of GDP, total health expenditure per capita and the ratio of health expenditure and GDP, the estimated doctor's number per 10000 people could be 6 compared to its economic background, yet this number is really 14.2 The main educational background of HRH in Fujian was vocational second school (44.91%) and junior college (20.9%), those HRH who were under 40 accounted for 60.95%, in 2009 the daily physician visits per capita (including village doctor) was 7.51, which ranked 7 in China. Till the end of 2008, the largest group in private health facilities were those HRH who were under 30 (49.25%) and who were above 60 (8.42%), however the same numbers in public sector were 26.44% and 1.7%.3 The Gini index of HRH distribution in Fujian was 0.2496 in 2009, 0.3181 for health personnel, and 0.3151 for physician, 0.3567 for nurses, 0.2675 for pharmacists, and 0.3169 for medical technician.4 The total number of health personnel in Fujian could reach 127766 in 2012, 141501 in 2015, and 171951 in 2020.Conclusion:1 Although the absolute number of HRH per capita in Fujian is not high, its relative size compared to economical development and across countries might be great.2 The education years for HRH in Fujian still short, the whole workforce for health should be young, some productivity index, like daily physician visits per capita, could be above average in China, yet the age pattern in private health sector (mainly in hospitals) would be a problem. 3 Comparing to some other province in a specific time, the distribution of HRH in Fujian might be more balanced.4 The supply of HRH in Fujian would be increasing in a foreseeable future.Policy Implication:1 To coordinate governmental agencies, better plan the development of HRH.2 To complete the specialist education system as soon as possibly, and fundamentally solve quantity and quality problems of physician, additionally to promote English teaching in all of the medical courses.3 A monitoring and evaluating system on HRH and care's quality should be built; the advance experiences from Taiwan should also be studied.
