Health human resources is the most important component of the health resources, is the key to maintain and strengthen its own function, is also the definitive resource for the development of health service. It is not only reflecting a country or region's overall level of health services, but also is the paramount factor to safeguard the people's health. Whether the number of human resources for health is adequate, the quality is qualified, the structure is reasonable, the distribution is balance. management is scientific in a country or a region, which not only affects the health service development, but also directly influences the quality and quantity of health services, national economic development and social stability. Therefore, the source of strength of health service development lies in the health human. It is for health serice development that having knowledge and application of knowledge to cultivate a large number of innovative and high quality human resources is the fundamental driving force.Along with our country social and economic development, people's standard of living rises continuously, which requires that medical and health services is also rising ceaselessly, with a corresponding. human resources for health has been put forward to higher requirements. In recent years, although the health of our country has made great progress, there still exists the phenomenon of the health human imbalance, the city of Tianjin is no exception. Therefore, it is an urgent need to strengthen human resources for health research, from the quantity, quality and distribution to adjust current stocks, optimize the delta, and make it adaption with the scale and level of social and public health development, so as to promote the equilibrium coordination development of the whole health.This article gives priority to the development of human resources for health as the starting point and the foothold, attempts to deeply explain the concept of priority development of human resources for health from the theoretical height, demonstrates the necessity for the priority development of health human:through literature study. Combing recent years the relevant policies and measures of human resources for health training, configuration and management etc about the state and the city of tianjin.summarizing the main experience in the development of human resources for health; collecting and using of Chinese Health Statistics Yearbook, Statistical Yearbook of Tianjin and health statistics data once more, from synchronism and anachronism the two dimensions, macro and micro the two levels to analysis the configuration status, structure and distribution of human resources for health in Tianjin, from the health service demands and utilization, the situation of higher medical education and residents health service satisfaction to evaluate the development of health human, then through the comparison among the regions, exploring the current human resources for health exists in the priority advantages and constraints in Tainjin. Afterwards using time series method to forecast demands of Tianjin human resources for health;at last, in accordance with situation and problems of health power in Tianjin, from the priority exploitation, priority training, priority introduction and priority security to put forward the policy proposal of the priority development of health human in Tianjin, it is for promoting human resources for health of Tianjin can be configurated rationally and used effectively, and it is also for propelling Tianiin regional sanitation planning and implementation to provide the necessary reference.
