Study On The Distribution, Utilization And Optimization Of Health Resources In Sichuan Province

With increased life expectancy, Sichuan Province, the level of implementation and start medical care alone two-child policy continues to improve, to further expand the scale of the province’s population, residents will effectively release the potential health needs, plus all kinds of natural disasters and public health emergencies frequent occurrence, the province will significantly increase the demand for health services, health resources, supply and demand will exist for a long amount of health services increase the problem of rising health costs rise and will become increasingly prominent; speeding up the process of urbanization, household population and foreign population in public service dual structure have become increasingly prominent, the equalization of basic health services task more difficult, both for health resources quantity, quality and configuration, higher demands, therefore we need to change the way health development, expanding health investment channels, encourage social capital to enter the health sector optimize the allocation of health resources, the scale of reasonable control of public hospitals, to promote the healthy development of the service sector to accelerate, continued to improve resource allocation, service utilization, the level of health of the population and fairness.In this paper, literature analysis, expert consultation, descriptive analysis and comprehensive configuration model analysis, combined with the demographic characteristics of Sichuan Province, the level of economic development, population health and health service needs demand, the first of the situation of Sichuan health resource allocation descriptive analysis, identify problems and inadequate health resources exist. The main terms of health institutions, beds, health workers and health costs, expand the structure, horizontal, regional distribution on the allocation of health resources in Sichuan Province. Secondly, for the utilization of health resources, the use of health resources needs and the needs of law index density combination of integrated configuration model analysis of the Sichuan provincial health resource allocation standards for research and correction. Finally, the article summarize, considering the level of regional economic development, population growth and other factors, estimates of Sichuan Province in 2020 configure the target health institutions, beds and health personnel, put forward policy recommendations for health resource allocation and utilization of the existing problems, and policy recommendations for government departments to promote the health and socio-economic development.
