Research On Rationlity Of Health Resources Allocation In Cities

Every citizen has enjoyed the rights of essential public health care, rationality of health resources allocation is the previous of health services. The city Wuhan is a positive developing central city, Its'health resources reasonable allocation for the future development of Wuhan medical future plays an important role, it mainly studies rationality of public health resource allocation in Wuhan. Referenced the most common used data analysis method in abroad, evaluating the fairness and efficiency of existing health resources allocation.This article from three aspects introduced concretely public health resource allocation situation, including public health human resources, health material resources, health financial resources in Wuhan. Collecting the massive published literature materials, statistical yearbooks and statistics compiled data papers, using four methods: the literature search, descriptive analysis, Gini coefficient evaluation, the data envelopment analysis (DEA). According to the requirement selected multiple indexes: health technician's number per thousand populations, hospital bed data, each doctor diagnosis and treatment responsibility, the actual number of open beds. Compared the existing situation of Wuhan city resource allocation with other city's, give a comprehensive evaluation of medical resource allocation structure, resources distribution, resource allocation efficiency in Wuhan.Through the analysis found the existing problems of current medical resources allocation in Wuhan. The urban public health resources existed allocation irrationality, the structure unreasonable. There are not enough health resources quantities, uneven distribution, such as the irrationality in hospital geographical distribution, medical equipment allocation and medical technicians'allocation, the government's medical expenditure shortages, health service efficiency is lower and so on. Analysis the reasons of the existing problems, putting forward some political countermeasures and improved suggestions of health resources rational configuration in this paper. Hope these will give some help for ongoing health system reform, provided the reference layout of health resources allocation in the future city.
