Allocation of health resources is to achieve equity in health service utilizationfairness primary premise, and health resource is a key factor in ensuring the basic healthof the people. Whether in developed or developing countries, there is a resourceallocation problem of health inequity. Inappropriate allocation of health resourcesphenomenon to some extent hindered the stable development of health sector, especiallythe situation in our country. Therefore, health resources fair, reasonable andscientifically configuration, which play the role of efficient configuration, is to protectthe health of China’s sustainable development in the fundamental task is to achieveequity in health and health services but also the allocation of resources to ensure fasterand better, but also to meet the basic needs of the people to enjoy the diversity of healthservices. Whether the allocation of health resources, fairness,will be directly related tothe health interests of the people.By the end of2011, the province’s total population of43,746,000province, theprovince’s total land area of148,000square kilometers, accounting for1.5%of thetotal land area; mountain of88,000square kilometers, accounting for59.5%; plains of48,000square kilometers,32.4%; waters and the other for12,000square kilometers,accounting for8.1%. The province is the province of the national health care resources,and the end of2011statistics, the province’s total of832types of hospitals at all levels(of which515general hospitals,99Chinese medicine hospitals, specialist hospitals211),a total of215,903beds, health total staff319268people, health technicians235,669people,97,736physicians, registered nurses91,927people. The current national healthresource allocation unfair widespread in the province as a province of Health also existsthe problem of unfair allocation of health resources.In this study, a province as the research object to the province’s original healthstatistics2006to2012as a data source, in the analysis of the basic situation of theprovince’s health resource allocation basis, using the Gini coefficient, Lorenz curve andThailand Seoul index evaluation method to study its fairness allocation of health resources, mainly in the province in2006to2011in14city hospitals/clinics beds, totalhealth personnel, health professionals, physicians and nurses (division) and other fiverepresentative indicators of health resource allocation system research and evaluation.Meanwhile qualitative analysis through expert advice and judgment of the fairness ofthe conduct provincial health resources.The purpose of this study is to in-depth analysis and evaluation of the province’snon-equilibrium allocation of health resources issues, provide objective data to supportregional planning for the province’s development of health science, but also for theprovince to develop appropriate health relevant government departments to provide ascientific basis for policy.The main conclusions of this study are:(1) the province’s per capita possession ofhealth resources in the country.(2) the overall fairness of the province’s allocation ofhealth resources better, but part of the evaluation of the fairness of the relatively poor,very large differences between regions.(3) the allocation of resources by the province’shealth fair distribution of the population according to geographic distribution thanfairness, equity allocation of health resources in the province by the geographicdistribution of further deterioration.(4) The allocation of health resources in differentregions with large differences in equity.(5) the urgent need to strengthen the province’shealth care human resource allocation fairness and restructuring nursing team.
