Health resources are basic and the key factors to protect the health of people. It isimportant to allocate the health resources fairly, scientifically and reasonably, so that it canmake the best efficiency. It is the way to become the precondition and basic conditions ofthe need of the people which growing fast and diversified for health resources. Besides, itis the basic factor of the sustainable development of health services. Its configurationfairness is directly related to people’s health rights and health benefits. Fair and rationalallocation of health resources, is the current focus of health policy research.Jinan, which is the provincial capital city of Shandong Province is located in theeastern part of the mainland of China, and is one of the more economically developedcities in China. Allocating health resources unfairly is a common phenomenon, Jinan isalso inevitable. Based on the above research background, this article chooses Jinan as aresearch object. I collect the health statistics of Jinan from2000to2010comprehensively,and I use two fairness of the evaluation method of allocating of resources of Ginicoefficient and Theil index. Finally I research and evaluation on the configuration of thehealth resources. The representative health resources are the number of health institutions,the number of beds and the number of technical personnel which are in Jinan areas in2000-2010.Empirical analysis of Jinan show that, the main problems of the existing allocation ofhealth resources are: the lack of health resources of total and the highlight the contradictionbetween supply and demand; the irrational allocation of the regional health resources andthe uneven distribution of health resources; waste of resources and the low utilization ofhealth resources exist; personnel quality is not high and the structure is irrational;allocation mechanism is imperfect and administrative control is failure. Then analyze andsummarize its underlying causes and make policy recommendations.
