Henan Health Human Resources Research Report

Over 30 years of reform and opening-up, great progress has been made in medical work and health human resource development and utilization in Henan Province. Healthcare providers play an important role in providing the health services and in advancing people's health. Henan Province has its own peculiarity in such aspects as a huge population, but a weak economic foundation, health resources, especially health human resource, couldn't meet the people's health need in terms of both quantity and quality. Province-circumstance cried for scientifically planning health manpower, appropriate allocation, great efforts to train health specialized technical team, effectively solving the difficulty of getting medical services.Based on relational data, this paper took advantage of method of literature search, method of comparative study and method of survey to investigate health agency, health facilities, quantity of health personnel and their professional quality. Through analysis and research of relevant data, we thoroughly understood health human resource current situations, probed suggestions and countermeasures of overcoming all those difficulties and deficiencies.This artile can be divided into five chapters and accessory section:The first chapter is the preface part. This chapter is about preface and introduction, which includes object of study, methods and contents, the frame of the paper as well as the possible innovation of this text, etc.The second chapter is the diagnoses of health agency and health facilities in Henan Province. It mainly introduced quantity of health agency and village clinics, which analyzed the proportion of health agency and medical institution across the country or in six provinces of central China in the light of degree and bedspace.The third chapter is the survey analysis of quantity of health personnel in Henan Province. This chapter is mainly about the proportion of health personnel across the country or in six provinces of central China, and development speed and distribution of health specialized technical team. The fourth chapter is the survey analysis of the quality of health human resources in Henan Province. This chapter involed three aspects of survey analysis, firstly, accepting and believing the quality of the graduates from our universities in 2005 and 2007; secondly, health professionals'self-assessment of working condition; thirdly, analysis of degree of satisfaction with health professionals from patients and their friends and relatives.The fifth chapter is the part of conclusions and suggestions. The results feature health human resources inadequate supply and uneven distribution. The suggestions are:vigorously expanding health care to satisfy the people's health need; perfecting personnel distribution system reform to optimize health human resources configuration; reinforcing medical education to improve quality of the health care providers all-round.Accessory section is designed as general situation of current situation and distribution of health manpower resources both here and abroad, which elaborates on current situation and distribution program of health manpower resources both here and abroad in recent years. Through realizing current situation and distribution program of health manpower resources, this paper offered a way of development plan on health human resource in Henan Province.
