Safety is the basic requirement of electric power system, it is the foundation and most important work of the power enterprises as its eternal theme. Any power equipment has inherent life cycle. At the end of the usage, the insulation level of electrical equipment will be reduced, and the defects will be increased. In order to improve the operation reliability of the equipment and the safety-stability of system operation, we must keep updating the device according to the health status. At the same time, security risks of electric network transformation project will inevitably be involved. As the saying goes:"Excellent doctors prevent diseases, good doctors cure disease, general doctors treat diseases". The study of safety risk management in RuoXuan Substation reforming project is undoubtedly the choice of the "excellent doctors". Preventing diseases is very urgent and necessary. As an important part of the Jinhua grid, RuoXuan Substation bears an important responsibility to provide power protection for industrial, agricultural production and residential electricity consumption in power supply area. It has realistic and positive significance to carry out the study of safety risk management in RuoXuan Substation reforming project, so that we can reduce the security risks for Power Grids with the identification of security risks and protection measures.This paper research as the security risk management of power grids project using project risk management theory, documentation, comparative study of empirical research and other means. The paper points out that we should recognize the potential security risks from the power grids project implementation process, and classify them at first. Then set up the index evaluation system of RuoXuan Substation reforming project,and utilize analytic hierarchy process and fuzzy comprehensive evaluation method, the result of the scores can be identify the potential security risks level. This paper summarizes the usual methods of processing security risks in RuoXuan Substation reforming project. It even offers a proposal means with network operation mode monitoring, video surveillance of field operations, leading cadres and management personnel for duty in place.
